Ocean Country Partnership Programme: Strategic Roadmap for the Implementation of Marine Protected Areas in Ghana 2026

Abstract

The Ocean Country Partnership Programme (OCPP), in collaboration with GFRA LBG has developed a strategic roadmap designed to provide a practical, adaptable guide to support transitioning from MPA establishment to effective, long-term implementation. This strategic roadmap aims to support Ghanaian stakeholders in implementing Marine Protected Areas (MPAs) effectively and sustainably over the short, medium, and long term.

This document focuses on MPA post-designation (gazettement) actions, including management, monitoring, and assessment, while addressing key cross-cutting themes including stakeholder engagement, gender equality, disability and social inclusion, alternative livelihoods, and sustainable finance.

Developed between 2025-2026, this strategic roadmap builds on outputs from the OCPP project 'Beyond MPA Designation in Ghana (Research and Development)' delivered by Hen Mpoano, a local Ghanaian non-governmental organisation. This includes the ‘MPA roadmap framework to support the implementation of MPAs in Ghana’, which informed the structure and priorities of this document.

To complement the strategic roadmap, a supplementary material document provides detailed guidance on specific topics. In addition, a case study on the Greater Cape Three Points Area offers a site-specific context, illustrating the journey from site identification to gazettement and onward to implementation. Both of these documents are available on this resource hub page.

Validation workshops and stakeholder engagements were undertaken to ensure the strategic roadmap is inclusive, sustainable and grounded in reality.
