Mr Duke has over 30 years of experience in UK, EU and worldwide
conservation and sustainable natural resources management, in the
public, private and not-for-profit sectors. He consults on natural
capital and ecosystem services markets, policy, research and
knowledge exchange, for example leading research underpinning the
recommendations of the UK Ecosystem Markets Task Force, leading
research for Defra on offsetting markets, and leading the EU
Business & Biodiversity Platform’s Innovation Workstream. He is
Director Europe & Research for The Environment Bank Ltd, a
company at the forefront of emerging ecosystem markets. He is a
Senior Visiting Research Associate at Oxford University’s
Environmental Change Institute and a steering committee member of
the large EU research project OpenNESS. From 2002 to 2007 he served
as Principal Administrator, Directorate-General for Environment,
European Commission (EC), with responsibility for biodiversity and
ecosystem services policy, including multi-sector mainstreaming. He
was lead author of the 2006 white paper that introduced the
ecosystem services paradigm to EU policy. He played a key role in
launching, for the EC and UN, the major study on The Economics of
Ecosystems and Biodiversity (TEEB). From 1998 to 2002 he was
Technical Director, ERM UK Ltd, creating a business area in natural
resources and biodiversity with clients including The World Bank,
EC and UK Department for International Development. Mr Duke’s early
career was spent in the western Himalaya, where he conceived and
directed for many years an innovative conservation and development
project among the tribes of the remote Palas Valley, in Pakistan’s
North West Frontier Province.
