Enclosed is JNCC's response to the Draft National Policy Statement for Energy Infrastructure from DECC. Submitted on 22nd February 2010.
 
 

Summary of key points

 
JNCC consider that there are amendments required to the NPSs prior to formal designation.  When there has been sufficient refinement of the NPSs, they would need to be formally approved by the Government if they are to achieve their purpose as the primary decision making tool for the IPC.  However, it is critical that clarifications are made to ensure that the formal designation of the NPSs is fully coherent with other legislative and policy frameworks.  Our key concerns regarding the NPSs are: Consideration of Offshore Development
 
Due to the majority of offshore wind development being planned for areas outside 12nm, it is necessary to include the JNCC as a consultee alongside Natural England and Countryside Council for Wales, as we are the statutory advisors to the IPC for developments outside territorial waters.  Carbon Capture and Storage (CCS) and Gas Storage projects will also have substantial offshore elements which will fall in our remit.
